Can you disable the camera on a mobile phone?

As I mentioned in my question, the choices are very limited with my carrier and I DON’T like the 3 that they do have. I would prefer to get a LG Chocolate or Motorola Krazr.

I want to get a new mobile phone but the choices are very limited on those that do not have a camera.
