I have a Digital8 camcorder base. I do not transfer File this tape to the computer's hard disk. I can connect the camcorder with the USB cable. But the signal is not detected by my PC. My friend told me that I have a card data capture to transfer this tape to my PC. I have no video capture card. So I buy a video capture card? this card to solve my problem. Please help?

Alternatively, you can enter any photo studio and ask for conversion. It would take the tape and record VideoCD data professionally.
